The municipality of Heroic City of Naoussa has launched an international tender that signals, according to local authorities, a new development era for the area, centred on the redevelopment and long-term utilisation of the former municipal hotel, Vermion Hotel.
The plans were presented by Mayor Nikos Koutsogiannis during a press conference on Monday, 2 February 2026, alongside the deputy mayors responsible for administration, finance, innovation, development, and agricultural policy. The mayor spoke of the project’s strategic importance for the wider Agios Nikolaos area and for Naoussa as a whole, with expected benefits for tourism, the local economy and regional development.
The municipality has issued an international call for tenders for a long-term services concession contract covering the study, financing, renovation, upgrading and commercial operation of the former hotel complex. The tender complies with Greek Law 4413/2016 and the EU Directive 2014/23/EU on concession contracts.
The estimated value of the concession is €48 million, with a total duration of 40 years. Interested parties must submit their bids by 5 May 2026, with offers to be opened on 8 May 2026 through Greece’s National Electronic Public Procurement System (NEPPS). Participation is open to economic operators from Greece and abroad, either individually or in joint ventures.
The Vermion Hotel complex is located in the Agios Nikolaos grove, approximately two kilometres from Naoussa, on a municipally owned site covering 16.7 stremmas. The existing facilities include the main hotel building with a total area of 4,435 square metres, a separate stone-built structure of 170 square metres, and a dedicated visitor car park covering 2,625 square metres.
Under the terms of the concession, the selected investor must upgrade the hotel to at least a four-star standard, in line with the Greek National Tourism Organisation's specifications, and use modern technical and operational standards. All upgrade works must be completed within three years of the contract entering into force.
Financially, the concessionaire will pay the municipality an annual fee with a minimum starting value of €70,000, in addition to an annual contribution equal to 1% of its turnover. A participation guarantee of €140,000 is required at the bidding stage, while the successful bidder must provide a €500,000 performance guarantee, partially reduced once the four-star upgrade is completed.
The contract will be awarded on the basis of the most economically advantageous offer, with quality criteria weighted at 70% and financial terms at 30%. As part of the agreement, the concessionaire will also fund compensatory infrastructure works, including the restoration of the 2.1-kilometre access road and the hotel's street lighting, at an estimated cost of €420,000.
